[osg-submissions] [vpb] Command-line fixes

Hi,

I don't know how active this is nowadays - do I have the correct
repository if the latest commit is from March 2016?

Anyway, attached is a modified command-line handling using double
instead of float for extents and adding a new switch for the existing
setWriteNodeBeforeSimplification support.
